Greater Manchester VCFSE Leadership Group e-bulletin July 2025

We’re a Leadership Group dedicated to promoting the role and involvement of the Voluntary, Community, Faith and Social Enterprise (VCFSE) sector in Greater Manchester.

We are a partner in the VCFSE Accord which is a three-way agreement between us, the GMCA and the GM NHS Integrated Care System, based in a relationship of mutual trust, working together, and sharing responsibility.

Accord Updates
New Civil Society Covenant recognises collaborative efforts of Greater Manchester

Greater Manchester’s collaborative efforts as a partnership working to improve outcomes for our citizens and communities has been recognised in the UK Government’s new Civil Society Covenant.

Launched Thursday 17th July, the Civil Society Covenant aims to reshape how the Government works with communities to tackle the country’s biggest challenges.

The Accord and the GM Violence Reduction Unit have been highlighted in the Covenant as case studies of successful partnership working with civil society.

Greater Manchester's Integrated Settlement and the VCFSE sector

The Integrated Settlement funding deal for Greater Manchester came into effect on 1st April 2025, representing a significant step in the devolution of power from Central Government to the city-region.

Last month, colleagues from GMCA spoke at the GM VCFSE Leadership Group meeting to share more about what the Integrated Settlement means for the VCFSE sector.

Two VCFSE representatives appointed to GM Land Commission

Following an open recruitment process, Bernadette Elder, Inspiring Communities Together, and Rachel Summerscales, GM Community Led Homes, have been appointed to the Greater Manchester Land Commission.

Bernadette and Rachel are well-placed to advocate for and represent the sector, offering their expertise in driving social value from public assets for the wider community, and in community ownership of public assets, respectively.

131 Healthwatch Unite to Defend Independent Public Voice

Local Healthwatch organisations across England including all 10 Healthwatch in Greater Manchester, have signed a joint open letter to the Secretary of State for Health and Social Care, urging the government to reconsider proposals that would bring public voice functions under the control of local authorities and NHS bodies.

Greater Manchester Strategy 2025-2035

The refreshed Greater Manchester Strategy for 2025-2035, launched Wednesday 9th July, recognises the VCFSE sector as a key partner in the future of the city-region.

GM VCFSE Leadership Group members fed into and helped shape the strategy to ensure our sector’s priorities were reflected, and we are pleased to see a commitment to a dedicated funding and an investment strategy for the sector.

NHS 10 Year Plan now live

On Thursday 3rd July, the UK Government shared the 10 Year Health Plan for England which sets out a new course for the NHS to guarantee its sustainability for the future.

Colleagues at Voluntary Sector North West (VSNW) have written a useful blog that sets out potential opportunities for the VCFSE sector within the 10 Year Plan.

Breaking down barriers to health research in Greater Manchester

Health and care systems in Greater Manchester have come together to ensure that research will involve a wide range of people that represent local areas accurately and fairly, so that more appropriate and efficient care can be delivered to the patient population.

Greater Manchester Research Engagement Network, co-led by the Caribbean and African Health Network on behalf of the Greater Manchester VCFSE Leadership Group, has launched a Respectful Research Charter which acts as a guide for both researchers and community groups to understand the barriers preventing those who are underrepresented in research to engage in the process.

Friends of the GM Landlord Charter Lunch & Learn

The Greater Manchester Good Landlord Charter is a new initiative to raise housing standards in Greater Manchester. It will support landlords to deliver a good service to their tenants, and help tenants find a landlord who is committed to setting an example to show that renting can be better.

The VCSFE sector has a vital role to play in the success of the Charter. This webinar will help you to find out more about the Charter and how you can be involved.

This session is for anyone in the VCSFE sector, you do not need to be focused on housing to attend.

Have Your Say: Strengthening Partnerships for Emergency Preparedness

The government is  running a public consultation on how organisations involved in preparing for and responding to emergencies work with VCFSE organisations.

‍The consultation proposes strengthening the legal requirement for these emergency responders to build and maintain partnerships with the VCFSE sector.
